The Toadfish are there for creature control. If I wanted Puffer Fish, I would make the entire deck upgraded.

As posted before, this deck is weak to weapons such as Eternity.

That said, i would utilize Water's synergy with Fire (Steam Machine). As also previously posted, it is a stall deck. Steam Machine is a good stall card, so i would change mark to fire, add a few Steam Machines, and add some deflagrations.

But that's just my inference on what people have posted.

If that isn't what you are going for, then I agree that Ice Bolt is a needed addition to this deck.

Steam Machine is NOT a stall card. One: it does not help stall in any way. Two: since there is no reliable source of fire quanta (one steam machine alone requires two per turn whereas Mark only provides one. This is not even counting the Deflags that may or may not be used), the steam will back off rather quickly, making it almost useless in a deck that slowly builds up. Also, Toadfish requires the Air mark. Sorry, but bad suggestion was bad.

I bothered" accurately describes my deck, which is a purely CC deck and does its job effectively. "Artic Infection" describes it a tad more specifically.

Also, I tweaked the deck a little. (+1 Shortbow, +1 Toadfish, - 1 Pillar) The Ice Bolts also helps tons - if your toadfish get killed too much, they make pretty good OTK's.

Personally, I find that Toadfish deal enough damage. Chances are, if they are CC'ed, so will the Dragons I bring out. Ice Bolt is a form of alternative damage that can't be CC'ed and can also act as CC itself. If there is a reflector, then Short Bow should do the trick. Besides, if I use Dragons, my deck would be far too similar to yours.

Unless the enemy brought along a fully CC deck to annoy me, or has a maxwell's demon, which a shockwave can fix, or a repeating weapon CC like eagle's eyes, I think I'll be fine.

If I fight an enemy that didn't bring a full CC deck, my Toadfish are usually sufficient.

I do like the idea of actually making use of the Shockwave/Icebolt thing going on. Only deck I've seen that really uses it is Neptune, but he's thuper lame. I reckon it could do with another ice shield just to increase the chance of drawing it. Although you do have the squid for that.
Maybe a few more Shockwaves as well? For the instakills?
