They can still play them. They just can't build a different deck that includes them.

when do the duels occur ?
Is this a standard simultaneous Sat evening type tournie or are duels at
a time arranged between duelists?
(I ask as I can't participate at weekends)

That's new for me, I thought that if a player bans a card included in the oponents deck, the oponent can't use it in the following game and that card bacomes a lost card. Please add it to the OP.
