3 per team are definitely allowed, so until 30 ppl have voiced interest just ask to join any of the 9 teams or found the 10th.
not sure if majo has any plans  in case more than 30 show up, I dont think there will be more then 10 teams (but 4 ppl teams arent that huge, so the more the merrier I think?)

P.S.: In case no team is online/ hasn't discussed you as possible member with everyone already in it, you can probably just sign up without joining a team and will be assigned to one of the smaller teams in the end (also just showing interest may motivate teams to invite you, if you are good/popular enough).
