Yes, overtime for Round 2 matches is granted during the trading phase for Round 3.

Trading for round 3 can't really start until round 2 ends, because the way the trading works is dependent on the final rankings.

Round 3 is still part of the opening round robin, each team has 1 team they haven't played yet.

There will be a final round after Round 3 with the trades you're thinking of.
