Could you explain how the byes work?

Specifically why did three not get a bye in round 9?  I thought it was to avoid giving him a bye in two consecutive rounds.

But then why did ****head get consecutive byes in rounds 9 and 10?  Just curious.

I spent a bunch of time in trainer trying to figure out whether I could build something that would be 50/50 against his deck and it just wasn't possible with the cards I've taken.  Congrats to Chrome, who has played this event better than anyone and deserves the win.
