I think it's more of an enchanted liquids affair, like Xeno said. Still requires a spell, it's just that the spell can be prepared in advance.

I find the highlighted words erroneous in the sense of redundancy. I think either the yellow(subcategory) should change to accommodate the blue (category) or vise-versa.

I would agree with Oldtrees. Everything an elemental does is drawn from the mind and envoked by the voice to bring it into the realm of the elementals. The envocations that bring spells to the world either summon a magical object (spells represented by potions), an elemental force (such as fire lance, ice bolt, etc.) or somehow harness the elements nature to change the nature of the battle (Steal, enchant artifact, etc.)
