Simply because Zanz was so focused on the malignant-cells aspect of the card and getting that part right that he literally never stopped to notice that it was an instant-kill card until I mentioned it to him.  When I did, he essentially replied with "Oh...wow, I guess you're right.  That'll have to change."

Perhaps his decision to make it not instant kill was BECAUSE of the malignant cell thing. If that was his focus, perhaps he just wanted to introduce the malig cell only card so that when people saw it they would think
"OH WOW! That card spawns Malig cells"
and not
"OH WOW!, Not only does this card kill instantly, it ALSO does malignant cells."

The statement is vague enough to have infinite interpretations. Ultimately Zanz never said "I dont want instant kill cards" He just said he didnt want the card to spawn malig cells AND be an instant kill card.

EDIT
Also, lots of times when a dev wants to add something new to a game that they are really proud of, they try to make it TOO simple to get, so Zanz's mindset could have been, alright, I made this card, and this is the fastest way to see it done. And then all of a sudden think when you brought it up "Oh wait... this is a pvp game, and this card disrupts the balancee... I like showing it off, but perhaps thats a little too much. Instant kill = bad FOR THIS CARD. "

I know Ive done that before. I have been excited about finding out how to implement something and then just do it the fastest way possible and think about how it effects the overall game later on.

True. It might have been intentionally made an instant kill card for the beta testing. So that Malignant Cells themselves could be tested extensively (ie, their growth rate, what happens if one is adrenalined, their damage etc)... Then when it came over to the actual game, Malignant Cells were perfect, but a remnant of the testing phase for Aflatoxin still remained.

An effect that kills a creature, but costs you the health of that creature, takes the HP of that creature in account.
I guess, that's fine then :)

2 down, 4 to go. I believe 2 anyways, because I seem to remember reading in the interview with zanz thread by puppychow that he doesnt want a graveyard system either. However, the shockwave spell does still prove that zanz is willing to break his own rules, which is why I think these rules do hinder creativity.

Please note UNWRITTEN RULES are just guidelines on what is commonly acceptable and not set in stone (thus unwritten). If you want to make or suggest an Idea that is against the Unwritten Rules, go ahead, just understand that the common group of people will object at the fact its not commonly acceptable.

Except that instant kill cards, Zanz himself said he doesnt want, so that really would be an unwritten rule. Unless you hope your idea is too awesome to pass up

Well, it's up to zanz what he implements anyway, and he can always change his mind so there isn't any reason why you couldn't suggest insta kills. Granted that you believe it would be actually good which is a general rule for all cards.

Is it against the rules... or even the unwritten rules to suggest a card that uses two different quantas to summon?

Like let's pretend it's a frog, because they are amphibious it would be 1 :life 1 :water. Is it even possible to implement because of the way the game was programmed? Thanks to anyone who answers :)

The database can't handle costs of 2 different element types.
It maybe plausible to work around this limitation by making the use of quanta, be an effect required upon entering play.
