as for chaotic mutation I think is bit OP.... giving a beneficial status to all your creatures can be a good advantage...

Potential to kill a creature is generally valued above potential to buff a creature. (Quintessence being an exception since it's buff negates CC)
Random buffs are generally lower costed compared to a guaranteed buff.
If Chaotic Mutation had been a mass Quintessence/Protection spell I would've considered costing it more expensively. However on it's own you need to play multiple copies of the card to get the buff, and it is not guaranteed you get the one you want. The temporary +2/+2 is probably much weaker than Eclipse or Sky Blitz since it is unlikely you'll prevent anything from being killed through it and the potential damage gain is much lower.

In ETG most Genesis counter cards would be situational and thus a drawback in most cases because you'd be forced to run Gaian cards to make them work effectively unless they have some method of generating the counters themselves like Gene Splicer and Chaotic Mutation (a similar case can be seen with Populate in the Selesnya faction of MTG, where some cards with Populate tend to have an additional effect that would support copying tokens.)
Ideally, we should be able to have Gaian/Cthonic cards function out of Gaian/Cthonic decks due to the small size of our current card pool. This card does not do that since it forces you to have another source of Genesis counters on the field. (I'd probably still use Golden Hourglass for card draw, even in a Gaian deck)
I would change it to having the card add a Genesis counter to target creature + draw a card to justify the extra
in the casting cost. It would be preferable though to have each Gaian card be able to sustain
and use it's own source of counters in order to maximize playability. (Likewise, Cthonic Wards should be usable in non-Cthonic decks.)
