If you want to use the excessive
then a healing bolt is not what you would want.
However let us consider what types of cards are quanta expensive (as that is your goal).
High casting costs cards (Dragons already fit that for Light)
High Activation cost cards (Nymphs do that however they are rare enough not to deserve a monopoly on this type)
High Absorb costs (Like flooding)
My recommendation is either a card with a static effect and a high Absorb cost or a card with a repeatable skill with a high activation cost.
Now to think of an appropriate Light effect
Light's major healing appears, to me, to be a symptom of its desire and focus on protection.
Guardian Angel heals creatures (only creature healing in the game)
Miracle saves the player from certain death
Light's minor healing (Holy Light, Luciferin) are tiny although competitive compared to Life.
So I would recommend
A Static protection effect that uses Absorb
as a drawback.
A Protection based skill that costs a lot of
.
So specifically on the topic of healing anything, I would recommend either a creature with
Blessing or a permanent with Absorb
creatures gain +0|+1 per turn.
