When trying to make new creature cards, the biggest pain in the ass is Fractal.
Fractal is often the main reason why some cards will never see play.
Can't we just make a new passive ability that says "this card cannot be fractalled"?

Fractal promotes careful consideration and creativity. Making such a passive would be a forfeit.

Instead why not make the creature have decreasing returns? (other solutions exist beyond this simple one)

We already have two anti-fractal abilities: immaterial and burrow.

The reason Graboid isn't even more flagrantly OP than it is is because it is burrowed and can't be fractalled until it evolves.

I get your point, but unless you want a card to be immaterial or to enter burrowed you have to work around it.

maybe we could create a new ability that says that only your opponent is able to target the creature, that way you can't fractal, bless or imolate or play overdrive on it end so on...

It's been done before, and all you have to do is name the ability something that isn't too far off from the mechanic and shove that name in there without explanation in the card text (but in the notes).

Example:

Text: When summoned, set all enemy creatures' ATKs to 0 for 1 turn. Legendary.

Notes: Legendary - While a copy of this card is on your side of the field, you cannot generate or play a new copy onto the field.

Or it could be done by an effect where the more cards there are, the less effective it is.
