I often associate time with memory and perception - being able to understand and experience things, obtaining knowledge (see some of the WoE abilities for details ;) ), and retaining that information indefinitely or temporarily.

The two current time spells focus specifically on the non-present states of Time (past = Rewind, future = Precognition). The various forms of clocks (Sundials, Hourglasses, the artful 'watch' of Reverse Time, etc.) are also associated with the permanents.

Time would have mechanics related to the temporal position and duration of objects (cards, draws, creatures, permanents, ...)

Time could:
change the temporal position
(present or past/future in various displacements from the present) changed to (present or past/future in various displacements from the present)
[Ex. Rewind: Changing a creature's drawing/summoning from past to the near future, Hasten: Moving a draw from the near future to the present]

use the temporal position as an input

change the duration
[none yet]

use the duration as an input

Time is the process where the condition of an object is constantly changing: My example, radioactive decay. Over time, the exact composition of an object changes. That means, by each frame, it is changing its condition. That is Duration, which is my best interpretation of Time.
Perception is the source of misunderstanding.
