Inspired by Gl1tch's suggested passive ability: Legendary, I began thinking about the numbers of cards that can be put in a deck. If Legendary can be coded, then I assume other numbers can take the spot of X=1 or X=6 for that matter.
This brought me to my idea, Card Frequency Rating, where cards are given a CFR based on how many of that card can be put in any given deck. For the following discussion, the maximum amount of a particular card X that can be put in any given deck will be designated by the value σ (sigma).
Imagining that there is a variety of σ other than 6 and 60 (and 1 as desired by Gl1tch), then the CFR is highest for the lowest possible σ, which would be Gl1tch's 1, also named Legendary.
Other possible σ could include 2,3 maybe 10?
If the above statement were implemented then the CFR system would be the following:

Pillars for example with the above system would have a CFR of 6, a fancy way of saying you can have as many as you want. A card with a σ of 10 would have a CFR of 5 and this would be a fancy way of saying you can only have 10 in your deck, no matter what your total amount of cards in deck is.
Thoughts? Any ideas for the other classifications?
