I like the idea behind this deck, it seems almost an unupped version of the deck I've used in Trials.
Without any doubt neurotoxin is a strong weapon and momentum guarantees the certainty of infecting the opponent; from this point it seems clear that the priority is to hit your opponent.
Once your opponent is poisoned, you can begin to stall him, but how? SoG is an upped card and if you want to use sanctuary, you need to switch this deck to a light/time duo. So you need a fast way to control opponents creatures; unupped eternity costs too much, like procastination. It’s really hard to use both quickly. Reverse time costs only 2
and it’s really effective.
Golden hourglass is another card that has a high cost, above all in the use.
So, in the end, how we could improve this deck? Let’s reduce deck dimension to 30 cards, it becomes faster and we don’t need hourglass; second step we need to increase the number of scorpions and momentum. Then we can add CC (creature control) cards: we said reverse time. Let’s add a good number of pillars/pendulums, 9 pillars and 3 pendulums. We need 3 more cards, we can add 2 shields and 1 eternity.
Using reverse time instead of eternity as favorite CC, makes virtually useless to protect your permanent.

Just tested in few games vs AI3 and it seems to work pretty fine.
PS: A good name should be "Eternal toxin".
