is there enough quanta production in this? is there any way i could make this better? most of my other decks have little to no CC so i kinda went ham. i was sick of losing to

Well...there's too much. Start by removing some quanta cards - it'll thin the deck and make draws more reliable.

Yes, there is enough quanta production in that.
Octopus > Owl's eye, at least imo
Shockwave = Freeze/Ice bolt, at least imo
Why is flying weapon there?

Flying weapon is a little unnecessary as it's pretty unlikely that you'll draw BOTH EE in a game. Maybe a little too much PC, because you have reusable PC in EE.

Consider using wings instead of ice shield (drop some quanta as dd said to make room for some copies of it) and squids (if you have them) instead of freezes.

He has an octopus in there already, so I'm guessing he doesn't have any more squids. I also suggest removing to SoP as you probably won't draw it anyways, and it's unnecessary clunk in this deck.
