My first impression is that you'll be low on . But I won't know for sure until I test it. Maybe this would be better as a 35 card deck? I don't know. Another (viable?) possibility, to allow all the aether quanta to be focused for the fractals, is to take out the Dimensional shields for turtle shields/sundials.

More space fore time factories. The number of scarabs you have really isn't important. You could make a deck with only one. The thing is, you just need to draw it and fractal so you can suddenly multiply it.

You certainly got to the very bare bones of a fractalscarab deck. Dunno how this one compares with the one in the OP though. Scarab rushes are quite slow to set up, and you just might get rushed to death before your first fractal.
