Water and Life has some very nice synergies, the idea you posted is one of the deadliest if your opponent comes unprepared.
The main question is, is it fast enough to beat some of the PvP decks floating around? Pufferfishes are unique (at least they were) and fearsome creatures if used right, but very weak all by themselves - their damage is not that impressive, poison stacks very slowly, and there's only a single Drake to boost up their damage. You have a few options to balance their weakness, I tried to reach the fastest poison damage based on your idea:

Puffers with their 3|5 stats scream out for adrenalin, as it was said before me. Not only that it quadruples their damage to a whopping 12 per turn, it doubles the venom rate too. It's a must.
I swapped a Shard of Readiness, the single Purify and Dragon to 3 Epinephrines, and I also added one more Puffer for more consistent starting hands. Octopus and Heal are a great addition to the synergy, both are great for stalling while the poison counters grow, so I left them untouched. First I was thinking about Spectres, but it turned out you don't really need them for added (slow) damage. Also, Water quanta stacks up pretty well, so Squids should be ok and you can save your shards for the Pufferfish with Mitosis.
I reached a bit higher and faster winrate with this version, but you can experiment with the opposite too: with dragons and spectres; that way, however, you'll probably need a bit more Water quanta generation.
