Phase Salvager - how does it work?

I'm trying to figure out how to use the Phase Salvager's "Salvage" skill. I've tried putting it out after I've lost a permanent, but it just dies and does nothing. Does anyone know how to activate its skill and recover a destroyed permanent?

Buff it, i.e give it HP. Shard of Patience works well with Fractal and Dims.

Or use graviton salvager which has HP > 0 and the exact same skill.

You don't activate the skill but it needs to be on play when your opponent destroys your permanent. The lost permanent goes then to your hand.
