One problem you have with your setup is that you don't have anything else to Grav Pull once you play Chimera. The second problem is that you're really trying to do a large combo which is tough to pull off. Fractal+Spark+Phase Dragon+Chimera+Quintessence is a 5-card combo. If you're also trying to play another creature and Grav Pull the same turn that's a 7-card combo. Odds of that happening are pretty slim. Plus you have no hand space to Fractal.
So some suggestions:
1. Get rid of Phase Dragon. You're wasting his best attribute, Inmaterial, since you're just using him for Chimera fodder. Use something like Armagio that gives a lot of HP bang for your buck.
2. Increase the number of copies of your combo cards. If you want your combo to be able to go off more consistently, you need to add more copies of those cards. 3 is a good start.
3. If you want to move the Grav Pull off the Chimera, use Armagio instead of a 2-card combo. Plus Armagio doubles as Chimera fodder.
4. Find the right balance of Pillars/Pendulums. Just guessing here, but you probably want just Gravity Pendulums. And a lot of them.
5. Try to stay at 30 cards if you can. It will increase your chances of drawing your combo sooner.
6. If the deck is still too slow, you're going to have to drop one or more of your combo cards and add more Pendulums. Sometimes you can't have your cake and eat it too.
