Hi, I'm posting this deck for a friend who doesn't have an account on the forums. I am not entirely sure on the mark, so I just guessed. Any advice appreciated.

for what opponent did he planed to use this deck?
pvp, ai3, t50, ai5?

on the first sight i would take out all the heavy quanta users. it seems that this deck cant afford them:
pulverizer (ability costs 3 gravity)
trident (3 earth)

photon --for what is that for?
thunderstorm -- 1dmg each is just good for.... ermm.... take more 2-4 or skip it.
purify - a single one wont win you a fight. take it out.

cards that might fit in here:
vampire stiletto
more flying weapons (with much weapons you need them early)
freeze or ice bolt
mind flayer
...

thats just a first view on this deck. some testing will help for a final tweak

He made it for AI3. I agree, also take out panda and probably reverse time, since you don't really need it for AI3 (although it might be good for dragons)

pandemonium and reverse arent that bad, they are cheap and fit into the quanta spread.
but of corse they are replacable (hey, its a rainbow^^).

for ai3: deflag > rage potion (you have other cc in this deck)

i recomment to go for 30 cards -> more reliability
that could mean, concentrate on the flying weapon rainbow + buffs
