For unupped Mutation and Elves, you have two options: rush or stall. If you want a fast one, go Photons, Mutations off mark and Aether Pillars for Parallel Universe. PU always creates an improved version of the mutant you targeted, so if you get something like a Dragon, you'll win in 5 or so turns.
With Photons and Mitosis, you have endless Mutations, so this works with Elves. Since it's slow, you need lots of defense. The two most optimal ways to do this is either in Monoentropy with Purple Nymphs for CC (Antimatters work decently as a sub, use Life mark, lots of Amethyst Pillars and a few Entropy pends, 4 Mitos, 4 Photons) or a rainbow stall with Bone Wall and CC like Owl's Eye and Rain of Fire. Healing is also recommended, and FFQ works very well with both Elves and as a backup damage dealer. Protip: play Mito a turn after the Photon, since it'll have summoning sickness.
The third option is Deja Vu, which is the second rush choice. It's trickier to build than the other two, but I can give you some hints that tend toward a build I've polished on for a long time. It's surprisingly consistent at winning in 5 turns. Basically it's Time mark, Deja's, Novas, 2 Quantum Pillars, 6 Mutations, 5 Elves, 4-5 Amethyst Pillars.
