Close -- it's not a permanent. That means it can't be destroyed, but it also doesn't have any effect on creatures you haven't played yet. :)

and you have to wait a turn during which your scorpions are very CCable before you can poison or damage. With neurotoxin one hit is enough but if you don't hit ...

P.S. I would replace SoR by sundial here. The adrenaline effect is only triggered on the dunes and the other (former main) effect of SoR is useless in this deck.
