My strategy is to rush through the deck as fast as I can saving the cloak, dragon, mitosis, skyblitz and SOR for my last few turns. Once I have 14 time quanta and the cards I need I play cloak, the dragon, mitosis and a SOR giving me 3 dragons dealing 39dmg and the next turn I use the mitosis skill and SOR to get 3 more dragons and the skyblitz dealing 156dmg. The chimera is to bypass shields if needed and the SOF helps make sure I deal 200+ damage. The other cards keep me alive and get me through my deck as fast as possible.
I have tried adding a ray of light to protect against decking out, but I run out of shields around the same time I deck out so its better without. And if I am 1 card away from decking out but can't get the win in 1 turn I can reverse a dragon to stay alive an extra turn.
Does anyone have any suggestions on how to improve my deck?

You can achieve an OTK by packing 1 Twin Universe, 2 Mitosis and 3 SoR's for 208 damage. The problem is that it's an 8-card combo without Chimera and 9 cards with. The good part is that you can draw into the Chimera, of course. As for going the two-turn kill (TTK) route, Silence would be much safer and more reliable than Cloak as it prevents you from losing to mass CC, PC and Miracle (the latter especially important for increasing your profits against FG's).

That said, of course, your deck isn't the original or the updated version of Instosis (which fell out of favour due to going from 7-card combo to 8 ); your defensive cards is what sets it apart, and the Phase Shields especially make an OTK impossible. You could pack only one shield, change it into an OTK with the aforementioned method and get rid of the Eternity, Purify, Sanc and SoFree to focus the deck better. With increased speed, you're likely to also experience an increase in winrate (it works fine against FG's and great against HB's, though you only need 2 SoR for the latter).

If you want to keep it at TTK, I would still advise removing the defensive cards and pack a Rewind for potential Dragon bottomdeck. It's naturally a lot better than Eternity for bouncing purposes.

If you like a balanced Phasies+Eternity deck, you're looking more at the classic I've GotP Time and its newer Ghostal version. They're slower, but much stronger against PC and draw denial, and do not rely entirely on a huge hand-clogging combo. Plus it's really fun to draw-deny FG's.

actually, I think cloak is better than silence in this case.

39 damage with 39 damage on the field is not enough for ai to pop miracle.
cloak protects you from eternity, squids, maxwell's, scarabs, lobo...
it does not protect you from pc+cc or mass cc+cc;

to see which is better vs which fg:

silence: akebono,  dream catcher, eternal phoenix, hecate, hermes, jezebel, obliterator, octane, rainbow.
cloak: chaos lord, dark matter, decay, destiny, elidnis, fire queen, gemini, lionheart, neptune, osiris, scorpio, seism.

note that plague/retro are irrelevant, and that some fg are skips anyway.

as for the deck itself, there are a few problems.
first of all, without sofr, you are 5 damage short.
Since chimera isnt airborne, you'd have to guess that 1 of the first 3 dragons crits, with 25% chance.
secondly, despite chimera, bone wall is still an auto-skip, since it will block the non-criting first few dragons.
additionally, healing is also an auto-loss (bonds, and even a jade staff)

I'd recommend replacing SoFr with a weapon. you only need 5 damage anyway, so a single hit from most weapons will do.
