Unfortunately unupped Frogtal just doesn't measure up to its upped version; Horned Frogs aren't nearly as amazing in terms of damage::cost as Giant Frogs. I would advise against Empathic Bonds in this deck just because you'll find that with the amount of creature control and permanent control that most opponents possess on top of the rather slow speed that unupped Fractal decks can demonstrate, it's just not effective. Heals would be a better choice than Empathic Bonds; they're faster Healing, cost less, and don't depend on the number of creatures in play before they're used. It's effective, but if you're looking for something more creative to play, then I might turn you towards this deck:

Mind you, this deck can take some skill to play correctly. Basically the object is to always keep at least 1 Frog in your hand unless you can use Silence to protect the ones currently on the field. This way you can play another and Fractal it immediately without getting screwed by the opponent's creature control. Against AI3, the Silences are very useful for protecting the Frogs from creature control, stopping shields such as Wings, Hope and Dimensional Shield from being played, stopping Miracle from being played, or just stopping other damage dealers from being played at all. It's best to play the Silences only when you have enough
to play both Fractal and Silence in the same turn, and it's even better to do that when you have 2 Silences in hand and wait to play Fractal when you know you're going to produce more
at the end of that turn. So that's 2 turns at least of the opponent not being able to stop your Frog hoard from tearing into them; if you upgrade the Frogs then this combination is absolutely devastating.
