Perhaps if you draw water towers this might be a good idea for a stall but you will need a lot of hp and have double draw if you are using it as an Arena deck.

If you are looking for a deck to farm arenas with ice stall I am not very sure.

Water, Air, and death make a wondeful Control/Stall combo. You can take your pick as to Wings or Freeze.

In the case of Freeze or Ice then I would suggest something along the lines of this.
