I feel like this card has some potential, and I've been trying to build a deck around it, but none of them were very effective.
Nymphs are tricky.

Interesting... you handled that pillarless deck idea in a way I wouldn't have thought.
An idea I've been toying with is combining Rage Elixir and Sky Dragon to create a powerful attacker... though admittedly, after Rage Elixir, it has just 1 HP left.
There's already a good amount of synergy between and between (Elite Firefly and Unstable Gas), but I think it'd be interesting to see your thoughts on a deck that uses those two elements without Unstable Gas. An opponent seeing and might expect and prepare for Unstable Gas, but then perhaps they could be caught off-guard with the powerful attacking creature.
Usually UG decks have :air as the main element and :fire as a secondary element. Do you want it to be that way in the deck I make or do you mind if it is reverse? Otherwise:

(Has no idea how to balance quanta) Is there a calculator/formula for this?

And btw QI hasn't been updated, so it says deflag still costs 2 :fire, if you're double checking this and seeing the QI for :fire is 4.62
I might try a more complicated deck later. @_@
Make a pillarless deck that has every bit of quanta generation used in the deck. (If you have 3 novas, you're going to need cards that cost exactly 3 of every quanta).

A working 60 card rainbow deck with the following as a must: x6 Fallen Elf, at least 3 creatures that somehow grow, at least 3 cards to fill you field with creatures, and at least 5 cards to help it stall.

Adrenaline is way too mainstream.
Accelerate Mercenaries, and use BBs on Mercenaries for more HP or as CC.
Chimeras mash all your attack and defense together, while bypassing BB delay. Good for ending/finisher.
and for a real challenge: a 60 card rainbow that doesnt use quantum towers(other towers and pendulums okay as well as immo and SN)
