I might remove a Fractal. You can't use all of them at the same time, the 2nd Fractal in your hand is basicly a dead card. With 3 Fractals the rough chance for not getting them in the first 9 round is about 12,5% (in a 30-card deck). But, Chargers are sturdy enough, they can survive some damage while you are waiting for a Fractal if you don't have one yet.
As it comes to quanta, here is the way how I estimate my needs: (*)
I add the total cost of my cards plus add the cost of every card's skill once which I want to use during the game. Then I divide the sum by 5, this shows how many pillars I approximately need.
You can do some fine-tuning. (1) if you need only one copy of a card you should count it only once (eg. you have 2 of the same weapons with no Flying Weapon). (2) if a skill is vital for your deck add the cost of it twice (eg. Firefly Queen). If the skill is only situational and you have access to that type of quanta anyway, don't add anything (eg. an unbuffed Vanadium Garden's guarding). (3) Your mark usually should be the element whose quanta is less needed, UNLESS you need that type of quanta quick (this goes mostly for upgraded Pillars and Pendulums).
(*) Yes, this is only a rough estimation; a "simplified" version of the Quanta Index Counting. However, it works and it's quick. After an extensive testing you must reconsider the quanta usage. Always!

(considering your original deck, I only counted 2 fractals, that should be enough for a match). So, you need 7

source. One is your mark. That's very much, in theory you should add 19 Pillars (can be replaced by Pendulums) which would lead to a fat deck. The fatter your deck is the less reliable it is. So, I'd remove plenty of cards until the sum of your pillar and your other cards reaches 30. Or at least, gets close to it. (Unless you can draw multiple cards per turn, but this deck can't do that).
