I'm finding that, when it draws well, it can lock most decks down completely, except for the higher level decks get ridiculous bonus Quanta from thin air, which pretty much destroys that component of the deck (unless I can manage to knock out the second color).

It's slow, it grinds, and it's designed to survive the first few rounds while either developing a lock or going into overdrive with massive card advantage (stalling with Reverse Time and drawing down with the pendulums) - usual kill is actually one or more massive drain life.

But, as I mentioned, I can't beat FGs with it, and I'm erratic against L5's - so what should I do?

Oh - primary Quanta is Time - I found this works better than going Darkness and using the Time Pendulums or pillars.

what i'd do is change it to this

what we have here now is a smaller deck with a lot less pendulums and towers. what they were doing was  increasing the likelihood of a bad draw and giving you necessary quanta. i removed the drain lives as they weren't really needed that much. you could easily add your weapon into the mix for more positive effects.

That's definitely an interesting way to go at it.  I was considering at least dumping the dragons for the gargoyles or the vamps just comparing the upgraded version of each card.  I'm not sure that I'd go for Dusk - but that could easily be 1 stiletto and 2 more steals or pests to reinforce the control aspect. 

Much obliged - definitely gives me something to chew on.

I'd take out some precogs off that 2nd deck - they're really useless when the deck is bigger than 30 cards.

About the second deck:
What xdude said, and if you're only using time for rewinds and precognitions, I'd recommend switching to Obsidian Towers, like so:
