Destiny comes a little closer to my idea. How do we skim that deck down to a max of 35 cards

First things first; you need to have a major focus. Nymph's tears (as stated in your original post) don't belong in this type of randomness deck because
,
, AND
are hard to stuff together in 35 cards with Fate Eggs and Improved Mutations.
So we'll be focusing on one thing:
Mutants. The best way to get them? By having LOTS of cards that are either a)
cheap, or b)
versatile. I'm assuming that you don't may not have a full set of 6 SoSe's (or Shard of Serenity), or if you do, that you haven't thought of the alternative with Shard of Readiness.
And that's the beauty of this deck; quanta can be scarce depending on what you obtain with your Mutants, and if you have two amazing creatures that require a certain amount of quanta (say, an Antlion with Steal and a Stone Dragon with Dive), using Shard of Readiness will help alleviate at least one of their quanta requirements so that you can become a kleptomaniac that will snatch any permanent played or a fearsome Stone Dragon wingman delivering hardcore blows to the enemy. If your mutants aren't looking so hot, you can instead use Shard of Readiness on an upped Fate Egg to get
two of the same creature upon hatching to give you more mutant fodder (or better creatures at least). Chaos Power assists with damage while Butterfly Effect gets rid of nasty shields (and can be used on a Fate Egg with SoR to take down two permanents in the same turn!).
