I have been playing only a couple of weeks , what determines how your deck is delt ? Is it purely random ?

If you have a hand with no 0-cost cards (Pillar, Nova), you get given another hand immediately without knowing it.
This is the only thing the game does to make the game fair to my knowledge.
When people say "Sparks screw your opening hand and don't upgrade your sundial if you're playing time", that's because they'd probably prefer getting a pillar instead of a spark.
