It looks like you've already included one, but Pendulums would not only improve your quanta balance but also trim down the deck enough that you can get the cards that you need. Unless you're using the deck specifically to deck opponents out, but in that case I'd suggest you add more copies of the cards you do need. For instance, having only one each of Eternity, Mindgate, and Electrocutor in a 49 card deck, even with the drawing power, may mean that you can't get the card you need before your opponent defeats you. I'd suggest adding more copies of those, using the room you made by trimming down the deck with pendulums.
Lastly, it doesn't look like your Anubis serves much of a function other than to prevent deckout (with Eternity) and to quint PU'd creatures. I'd suggest you go one way or the other here. If you'd rather use it to protect your PU'd creatures, again, the more copies the better. The added bonus is you can always keep one in your hand to prevent deckout. If you think you'd more likely use your Anubis to prevent deckout, then a low cost creature like a Photon might be better.
I've included a deck below, modified with Pendulums and including more copies of the key cards in your deck. I chose not to include the Mindgate, but if you prefer that it stay in there you can disregard that change I made.

Changes: -1 Dragon, +2 Eternity, +2 Lobotomizer, +2 Anubis, +2 Hourglasses, -1 Mindgate, +1 PU. And the replacement with Pendulums.
This is far from perfect, of course -- I haven't tested it in the game itself. If I find the time to do it I'll test and see if I can't tweak it some more to make it more efficient. My main worry right now is the expensiveness of many of these cards, but hopefully they'll balanced out by the Pendulums I've stuffed in there.
Some other suggestions: you could include Sundial as well, to increase the stalling power. Also, if you have those, upped Animate Weapons cost 1 of any element, so would be useful at times when you need both Lobotomizer and Eternity.
You're deck defenitly needs some tweaking, but the basic idea you are running is pretty good.
For one thing, having 43 cards is a lot even if you draw faster with hourglasses. Those are there to help you get you're dragons faster and make sure you don't run out of phase shields to stay protected almost totally.
As it has been said before, the Anubis are useless since they have no creatures to protect (baring a parellel universe creature). The parallel universe is a great card, but if you play with phase dragons, chance are you're opponent is stuck with a ton of Creature control cards. Don't give him anything to use them.
Also If you trim the number of cards, you can reduce the number of weapons.
Here is an idea of what it can look like. and by the way, when you get the chance to upgrade some cards, I suggest to go with Hourglasses at first since you need to use em so many times.

The modifications proposed by both Bhlewos and MrPaper are good but not optimal in my opinion. The use of phase dragon here is a bit a waste when you think that you have the ability to render other creatures immortal with your Anubis. Also said dragons are not targetable with PU and so you have to wait a potential target from your opponent. The version I propose you is taking these two points into account. Ghost of the past (and the nymph if you have it - if not you can add another Anubis) is a strong midrange creature which suffer a weak defence as a main drawback. It is the perfect target for both Parallel universe and Anubis. Well hidden behind your phase shield you can enjoy your army of immortal ghost.
In this version, I also included more hourglasses as as said above when you have more than 32 cards it improves the reliability of the built. I personally find electrocutor of a lower interest when you and your creatures are untouchable. Eternity on the other hand helps you to avoid deck out and to slow your opponent down.
