What is the best deck I can make with two elite otys and no other upped cards... i have most rares (although i dont have titans)

Well, what do you need the deck for?

I would go for a simple gravity mono deck if you want to use your otys. But there are other (better) decks to play, don't stick to your otys right now. They are amazin in Rainbow Decks.
