Sparks are for extra damges, no special usage.   :air for Toadfish Poison.  Freeze and Shockwave destroy the creatures at once.  Icebolts for freezing.
Simple, and easy-winning.  (Suitable to deal with Level 2 and Level 3)

60 cards is ridiculously big. The Sparks seem completely out of place, as do the Purifies. Try to trim it down to 30 cards.

You have 1 Dragon and 1 Eye in 60 cards. When you'll need them, the chances that you'll draw them are lower than if you have only 30 cards. :)
As Xeno said, try to reduce it to 30/40 cards max, and it will run smoother.

It is a great strategy to have a :water / :air duo for great Creature Control and defense, but the deck you built here suffers from RNG screwage pretty bad.
To decrease its size and increase its performance, I'd suggest these changes:

 - Scrap the Sparks
as it was already mentioned. Having them for extra damage might be a nice idea, but instead of drawing a spark, you could have drawn another Toadfish, a Shockwave or something else which are much better for dealing damage.

 - Only keep maximum 2 Purifys.
Having Pufiry as a healing source is very ineffective. It's better to get more damage going instead of healing 1 Health per turn.
If you fear Poison, keep 2 Purifys, they are plenty to deafeat any poison based deck. But they are not neccesairy.

 - Remove the Azure Dragon and Ice Dragons
No need for those. As we slimmed down the deck, we won't need the dragons anymore while still drawing enough creatures to deal damage.

 - Remove 2 Shockwaves, 1 Ice Bolt and 1 Freeze
You have seriously more than enough Creature Control with any card you draw, so it's save to remove those spells.

 - Switch the Mark to :air , replace the :air Pillars with :water Pendulums and fix the QI.
This is to prevent a possible draw of only :air quanta while having only :water creatures in hand.

1. You will need pendulums instead of pillars. They will cover your needs in Air and Water. Maybe around 9/10 pendulums and 2/3 Air pillars with Water mark. 12 for 30 is usually ok (run tests to be sure).
2. Purify is only needed against poisons decks, if you think you will face them, then you need 1/2 maximum. But most of the time, you won't need them so it can be best to just remove them totally.
3. Just remove the sparks. This card is a waste of space if you don't optimise it with a dedicated combo.
4. Put your 2 Fog shields and your weapon in the deck.
5. We have now something like 15 cards to find. I suggest 10 creatures and 5 anti-creatures of your choice. Maybe 3 Icebolts and 2 shockwaves for the combo of them. Don't use more than 2/3 dragons, they are expensive. If you want to, increase the pillars/pendulums.

Now you should have something smaller and certainly more stable. :)

Having 60 cards without any hourglasses is a bad idea. Your chances of getting the card you need is decreased. Cut your deck size to 30 or so. The sparks are useless as well. 3 extra damage as an extra card in your deck is not worth it. You also don't need 5 purifies. If you're afraid of poison, one or two will suffice. Your QI for :air is 3.36 and your QI for :water is 6.62. Neither are optimal. They should be around 5 or so. If you're looking for a deck that combines freezing and shockwaves for heavy CC, take a look at arctic infection (http://elementscommunity.org/forum/index.php?topic=10302.0).
