It's nice to finally see the Hidden Mist Ninja here. As for the Hidden Sound, I'll try to give some suggestions:
Orochimaru: Eternity (since he longs for immortality), Immortal, Quintessence, Mutation
Kabuto: Heal (he is a medical ninja), Mindgate & Precognition (remember those Ninja Info cards?), Stone Dragon (he tried to become a dragon)
Jiroubou: Basilisk Blood + Catapult, he likes throwing rocks
Kidoumaru: Spiders and Bows for obvious reasons
Sakon & Ukon: Deja Vu, Parallel Universe (they are twins who shares a body), Mitosis
Kimimaro: Skeleton, Boneyard, & Bonewall for obvious reasons

I've been exploring Orochimaru.  Mutation was the direction I was going in.  Too bad there are no snake cards.   I might loosely interpret dragon cards as snake substitutes.  Kimimaro = agree on the death cards. How can we represent Kimimaro's bone attacks?  Does morning glory work because it could be "dense" and indestructible.  The other idea is to boost skeletons' stats with chaos power/blessing. Kabuto = I like your take; I forgot about the ninja cards.

Do you want to design some decks Monox D. I-Fly?  Anyone is welcome to submit deck/character ideas, or improve previous ones.  I'd like to add more kunoichi decks.  But I'm not sensing much compatibility between their abilities and element cards so far.

How about a SoSe deck for Tenten? Fits her weapon scrolls summon thing. Flying weapons is also an idea, but you'd need to use quite a few of them to fit the theme.
Minato could have a SoR deck to signify his speed.
Hinata could have a Time Nymph deck (Byakugan can see the hand or something).
Ino would probably have a poison deck.

Naruto Character: Deidara - a missing ninja from the Village hidden in sand is known for explosive clay attacks

Errr... Deidara is from Hidden Stone (Iwagakure), not Hidden Sand (Sunagakure).
Also, it would be nice to see some characters from Hidden Mist and Hidden Sound, though Sasuke might count for the latter.

Sasuke is a Hidden Leaf shinobi, even though he spent a few years with Orochimaru. He considers himself a Konoha Shinobi

I like this concept.

So what about these:
Chouji: Gravity/Life variant of Swallow since he constantly eats (Epinephrine + Oty + SoFo)
Shikamaru: Cloak-based deck to represent his shadows, probably with recluses (some of his technique ingame imitate spiders) + Silence
Jiraya: Frogs + Mutation (he fused with them when fighting Pain) + Ball Rasengan Lightning

Here's an example thing I was thinking of for Shikamaru. Call it Kage Mane no Jutsu if you want.

VDags + Animate Weapon: Representing the chakra knives of his sensei. Shikamaru uses them himself after he dies.
Cloak: Shikamaru's shadow manipulation.
Phase Recluse: As I said, some of his jutsu in the game franchise resemble spiders. These are luckily in color.
Silence: Once he hits you, you can't do anything. Once Silence is played, you can't do anything. See the similarity?
Phase Shield: Same as Silence - you're in his shadow, you can't take any damage.

    Orochimaru deck added   

I wanted to incorporate mutation and aflatoxin because they synergize well with Orochimaru. Eternity and Mutation are redundant, and Aflatoxin likely needs a deck built around it.  Other serious considerations include Life element (especially Mitosis), Quintessence, and Wyrm (which is the most snake-like creature in Elements).  Several convincing decks can work.

So far, all 12 elements have been used in character decks, with  ,  , and  being featured most.
