I guess this kind of depends on what decks you want to have an advantage over, should you face them. Upped staves leads to less of a reliance on deck-out as a win condition and generally has a better match-up versus decks that are larger than 40 cards and have healing/creature control. However, unupped staves has a better match-up versus rushes and denial because you're no longer aiming to use Epinephrine on the Crusaders, instead you're aiming to get that 20 HP from a staff in order to hold the opponent's creatures at bay. You can use upped staves like this too, but there are going to be times when you can't seem to draw another Animate Weapon/staff fast enough and 15 HP may not be enough to cut it.
TL;DR: Ultimately it's up to you, upped staves lead to faster games but unupped give more insurance against decks that are faster or have answers for Crusaders.
