Here's a CCYB1 variant with Sanctuary that has a high probability of EM.  Kinda boring to play.  ;-)

Basic Changes:
- SoG / + Sanctuary
- Antimatter
- Permashield / + Jade Shield
- Improved Miracle / + Improved Heal

Improved Heal helps ensure EM.

RoLs...taking them out might be stronger.  Added them to help provide  :light for Sanctuary but you'll probably only get one turn of  :light anyways due to Siphon Life.  Mostly threw them in because I had them from Seravy's RoL/Hope farming deck2

No one's come up with an unupped deck using Sanctuaries yet, so I thought I'd give it a try (the six blank cards are Sanctuaries, natch):

Lay down a protected Sanctuary, and Decay is done. The Deflags are for Eclipses. Forbidden Oracle's idea of adding a Quint and a heavy hitter (in response to my very similar anti-Jezebel deck) is a good one, but I didn't have time to test that.

12 Quantum Pillars while only using earth, time and a little fire quanta seems a bit of a waste.
Trusting on those quantum pillars to start bouncing your photon doesnt seem like the best idea either (you might run out of :time)

I think adding a few Time Pendulums would solve at least a part of the problem.

Novas are amazing against Decay in the AdrenaVamp deck and any other. If he, against odds, denies you after you've gotten some stuff out, you can save Novas and get anything out in one turn instead, which includes Deflags for Eclipses. Also, Emerald shield offers both protection and reflection. Slower to get out, but worth it.

I got reamed with this deck. I had to discard because I couldn't get the quanta to play my super novas. The vampire were too expensive to get out and he killed me in about 6 turns.
Yikes.  If you couldn't get to 2 :entropy with 9/34 QTs and an Entropy mark, and you lost to Decay in six turns, you may have officially displaced Terroking as the unofficial least lucky elements player.

The deck redeemed itself this time. Decay barely was able to hurt my quanta production. Starting hand of 2 QT and then by turn 6 I had 3 SN saved up and playable. I can't believe I couldn't get enough entropy quanta last time. Guess that is just the way she goes.

This deck has performed reasonably well for me, with a 7-2 record in the Trainer in addition to one win in the game. The Steals snatch both of his shields and take back two of your Sanctuaries to effectively cancel out Decay's damage if he ever gets it out. I went Deflags instead of Steals before, but this has a better chance in games where his four Steals come early. Not having Sanctuaries hurts.

Best part yet is that once he's forced to operate off his Mark alone, he rarely does more than 2 damage with his Siphons, meaning only 2 Dragons will die and 4 Dragons is enough to kill him before decking out.

Tried the upped deck in the OP, and I have to say, it's really quite risky.  Getting 7 :life to play the Jade Shield is much more difficult than it looks.  I might suggest Mirror Shield instead; it won't stop all of the damage from the Pests, but one 10+ ATK vampire should keep you alive long enough to kill Decay as long as he has no targets for his Siphon Lives.

Added a couple death pends to help get out steals earlier, and exchanged a morning star for one dragon.  Decay killed me with elcipsed devourers; I only had 4 sanctuarys out.  I had him down to 7 life.  Having a solar shield would have ensured my victory.  Anytone tested a deck with a few solar shields yet?

Sanctuary and solar shield do not play well together--the effect of sanctuary negates the quanta generation of the shield.

Ack. Fixed the Mark in the deck I posted, sorry. Anyways, Boingo has it right - Sanctuary cancels out Solar Shield's :light generation effect. If you're going to take any shield, take the Other Shield that costs 1 random quantum. That aside, Luciferin isn't a very good card to have in this deck. Lobotomizer removes its effect, and Holy Light is a better card all around if you want something to EM over Lobotomizer's 5 damage in case Eclipse never comes out, because you can also spend it on a Dragon that's been Siphoned 5 times. I would also recommend putting that fourth Steal back in.

Another good choice of an upped shield mirror shield, to reflect DL,
although with Sanctuaries it is probably easier to use Tower Shield
