Probably horribly broken.

You could use it to power Fire Bolts for an incredibly quick kill that way. Or Stone Skin to make yourself invulnerable. The reason it's not so broken in Death is because Death doesn't currently have any effects which scale based on the amount of quanta you have.

Which is the reason why I actually dont like this card. It benefits decks based on other 11 elements, while at the same time possibly limiting future Death cards.

On the side note, I'd like to see this thing getting a quanta cost. It messes up mulligan.

based on my experience playing TCGs (and making/creating my own fan-made), zanz has a long way to go to making a well balance card for current and future use
i have no doubt someday, if this game still exist (version 4.2x or whatever), people will look back at cards such as Fractal and go "oh wow, they actually get to play with something like that before? how broken!"

I sincerely hope so. A lot are saying it now, but hopefully it'll become common then. It's such a huge obstacle for future designing with its ridiculous card advantage.

That said, this isn't so bad. Once the effect is fixed, you won't be able to ramp up that much :death for a bolt-like spell to be a big problem. It'll go 3, 6, 9, etc. Even with Fractal Retros, a pump-spell for Death won't be that feared. Especially not since Poison is more dangerous.

Yeah once this is fixed, it prolly won't be that great or gamebreaking.  Even in the current crazy broken state it can't make a deck any faster or more powerful than what's already out there.
