LOL, an immaterial creature that dies because of this still keeps immaterial as a skeleton.  The chance seems fair - I got a skeleton every now and then, not always though.  I think the current effect is fair in comparison to its Solar counterpart- useful, but not OP.

Other things I found:
Dying w/Aflatoxin creates a Malignant Cell instead of a Skeleton.
Adrenaline is also kept when the creature dies.

The dragon still gets to hit at least once before changing, and the chances are still, at most, 25% for the upgraded dragon.  The dragon isn't killed the first turn it's out, most likely, so it will be able to still punch your opponent's face in.

Yeah I suppose.  But looking at something like a Graviton Firemaster that costs a lowly 1 :gravity has MUCH better chances than a "dragon" that costs 12 :fire

0.5% / HP

1 HP creatures have 50% chance to be converted.
2 HP creatures have 25% chance to be converted.
3 HP creatures have 17% chance to be converted.
4 HP creatures have 9% chance to be converted.

Truth.  Alright then :)

I was just stuck in this mode for a minute there where if a creature is more expensive and worth more, than it should be better in all faucets of the game.  But yes it makes sense now.

EDIT: A creature's change into a skele does not trigger death effects such as Scavenger or Bone Wall.
So it isn't die and turn into skeleton, it's just turn into skelton?

That actually may change.  Kuro was telling Zanz that there is no really good benefit to activating death effects with the shield since Bonewall isn't on the field, and I agree with him.  More than likely, it will, indeed, activate death effects.  Of course, all subject to change.

Hehe, thanks for the support Dragoon. :D I did ask Zanz to let it trigger Death effects so that it could have semi-decent (if not plain mediocre) synergy with cards like Soul Catcher and Vulture, which are oftentimes overlooked for more potent cards. But I have to say overall, I'm liking this change. :)
