have you noticed, if you burrow, then nightfall, its 1/3 unupped. so now u have a burrowed 1 dmg devourer.  upped is better

Upping the card changes it from being vulnerable to (nearly) every form of CC, including all forms of mass CC besides unstable gas, to resistant to many forms of CC, including all forms of mass CC besides pandemonium. It's a pretty useful improvement. However, I do take your point that it's less useful than other things, and I'd put it fairly low on the upgrade priority list for a lot of decks. If you have the means though, it does benefit quite a bit from doubling its HP.

I think it's bad design how this card has an equal chance to take from all quantum types.  I mean, if you have 50 earth quantum and 1 death quantum, a devourer has a 50% chance to target the death quantum.  With 2-4 devourers out the chances to knock out a minor quantum source nears 100%.

This hampers duo and trio decks even more, and it really doesn't make sense either...

Its interesting that this was just glanced over - but is a very good point.

It seems fair that instead of targetting the class of quanta it steals randomly, that it should choose randomly from all the quanta the player has. That way if you had 45 :aether and 5 :fire, there would be a 90% chance to take some aether, rather than fire. It would make it weaker against dual/triple decks that require only a little one one element for one effect or skill.
