How can people tell which law targets which creature?
A number will appear on each Law you play - similarly, the creature locked down by law will have the same number over the Law "status effect".

I'd suggest roman numbers so as to more easily distinguish between Law and other status effects - plus laws are registered with roman numbers

I'd suggest that only the first player to play Law gets the roman number. If the other player also plays Law, give that other player latin numbers (assuming that 'my Laws always connects to his field' won't work since you may restrict your own units).

Great card, I feel it's balanced and I like the anti-deckout element, though because it's a permanent it is not infinite, and it requires a targetable creature. The one reservation I have is that it's the same hate-group as Elite Oty, and gravity still has nothing that it can do about exactly 5hp creatures (other than GP), but that's very minor, and probably intended. Now, questions.

1. If the creature that 'Law' relates to is killed / RTed etc, does Law stay on the field but not affecting any creatures?

2. You mention momentum as the benchmark for when Law is / is not removed - does this mean Lobotomizer would remove it's effect, as it does with momentum?

1) Yes.
2) No. A better comparison probably would've been Adrenaline - Momentum is treated as both an ability and a status effect, so Lobotomizer will always get rid of it. Adrenaline is just a status effect that wouldn't be lobotomized.

It only occurred to me recently, but when a Legislate-generated Law gets destroyed and salvaged, you can use the salvaged Law as if you've played the unupped card, right?

I like it. This card can protect one's creature from Burning Shield.
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water
