A single target spell of bounce is precisely similar enough to Quint that you would want to roughly double the card pool before adding it. This is why Fenghuang chose to differentiate itself.

Too slow for what? For immo fodder? Yes, it is too slow for that. However it is faster than Aether Nymph and Anubis in more ways than one.
As you recognized, you would not look to a targeting creature skill for immo fodder. Even a single target spell is iffy for immo fodder(we have 0-1 cost creatures for that). Ideally for immo you would have cheap immo resilient creatures. They should have limited to no other utility to avoid cost hikes and need to have fast turnaround times. However since you will need several to guarantee a draw, you will need them to have some value beyond being immo fodder. Minor Phoenix was really well designed for that purpose.
What do you mean by mentioning needing to replay the bounced creature? Are you implying a "bounce" spell(no need for a shard) would not put the creature in your hand?
