definitely is not a poison, as it reduces the value in half every turn.  would be much more fubar if it were in a single counter with poison.

oh, i see what you meant to say now.  you meant to say "what if the number of radiation is an odd number and not even", correct?  the example in the notes shows an example when it reaches a total of 3 and then is divided in 2 to get to 2, indicating that that number is rounded up.
