I don't think it would/should drain/generate extra quanta.

The reason for this is that it effectively "destroys" the target creature, reaches forward in time, grabs that creature from 3 turns in the future, and puts it in the present. So it wouldn't generate extra quanta, because the Firefly 3 turns in the future is the same as the Firefly of the present. On the other hand, a creature affected by Overdrive would have +9|-3 3 turns in the future, so it would gain that buff/nerf.

Another way to think of this is that a frozen Firefly will not generate quanta, whereas an accelerated or poisoned creature will still undergo changes while frozen. In the same way, a Firefly targeted with expedite will not generate quanta, whereas targeting an accelerated/poisoned creature will make them undergo the changes they normally would.

Just my two cents.

Also, another use would be to target a newly summoned Scarab to immediately set its HP to the number of Scarabs on the board, rather than waiting a turn.
Don't cry because it's over, smile because it happened.

More importantly, you drain 6 quanta if you use this on a Pest with Adrenaline. :)
How much does drain adrenalined 4/2 devourer?

I'm imagining it this way - Withering Minaret creates around creature super accelerated time bubble for a split of a second. For the accelerated creature the surroundings seem like frozen
It can't attack opponent, because it cannot leave the bubble, however it can still generate quanta. (Devourer still can steal quanta because quanta isn't subject to time)

Yes, Frozen firefly won't generate  :fire, unless the ice melts before the end of the 3 turn skip.
I love the scarab idea

You know Thalas, these type of cards are the reason why I scratch my head in confusion and think:

"Why does this guy not have an awesome portfolio of his cards and artwork yet?;)

Did you get 9 :fire if you use on firefly with adrenaline.  :o :o
No. Firefly experiences three turn endings without any attacks and then the regular one with. Only the attacking turn end will generate multiple quanta due to adrenaline. The others will generate one quanta each, as is the case when a sundail is in play.

Also, I would suggest that devouring be set back to triggering on attacks if at all possible to avoid the aforementioned interaction with this card.

And "Pregorian" sounds way cooler than "Withering".
