This idea has great potential and could even be split into 3-4 separate quality mechanic offshoots.

Once the excitement of choosing a new version has settled I will offer insight on the balance.

Really nice now. And I think the costings are fine too. Maybe instead of 5 :air put  :air :air :air :air :air in the textbox? Just saying this because usually cards are this way, but there aren't abilities that cost 5 :air atm so your choice may be fine :)

I saw that on other cards, so originally put  :air :air :air :air :air but because it's quite a few, I thought it would be easier to see at a glance if I put  5 :air...?

You're not wrong, you're right, that's how it's done in the game! The reason I put 5 :air was to make it easier to see, it's a minor point which can be changed though if need be.

Effect Unupped:For 5 turns Windmill will generate 2 quanta of your mark per turn.
Effect Upgraded:For 7 turns Wind Turbine will generate 2 quanta of your mark per turn.

This version reminds me of Rustler
Casting Cost:1 :life|1 :life
Attack:1|1
HP:1|3
Effect:  :light-> :life :life

Windmill is a 5 :air->10mark conversion with an initial cost of 5 :air and is fixed to one 5 turn conversion every 5 turns
Wind Turbine is a 5 :air->14mark conversion with an initial cost of 5 :air and is fixed to one 5 turn conversion every 5 turns

In conclusion, I think that Windmill|Wind Turbine have too high of a casting cost and too high an activation cost (or too slow of an activation).

Suggestions
Mark 1 (probably still UP)
Casting Cost: 3 :air|3 :air
Activation Cost: 4 :air|3 :air
Effect:For 5 turns Windmill will generate 2 quanta of your mark per turn.

Mark 2 (probably still UP)
Casting Cost: 3 :air|3 :air
Activation Cost: :air :air| :air :air
Effect:Produce 3 quanta of your mark (can be used multiple times per turn)

Thanks OldTrees for analysis and feedback, and for YoYoBro for input.

Firstly, I'd like to stick to Mark 1 idea. Although quick quanta may be nice, flash already covers that. Also, thematically, the idea is summoning a wind with air quanta that drives your Windmill/turbine to create energy over a bit of time.

To costing, I see I need to change it. I'll have to probs sleep on it, but will take in all comments and try find a way.
One thing I would say, is that A Rustler is more one dimensional than this (only  :light ->  :life) rather than  :air -> potentially anything. Also a Rustler is easier to demolish/kill than this, being a 1|1 creature not a Permanent.

Still, needs changing, so will think about it, really appreciate the feedback :)

oh, and if someone still wants to explain the whole karma thing to me, would be also cool, thanks

As to card, been thinking, I'd like casting cost to be cheap, building wind turbines is quite cheap. The cost of the "wind" should still stay expensive-ish. Just getting that balance right. Maybe have it not last as long and have upped version give 3 quanta per turn (more efficient at capturing wind energy)
so, current thought is more along the lines of:

casting cost: 2 :air | v2 :air
activation cost: 4  :air | 4  :air
gives 2 quanta of mark for 4 turns for unupped. gives 3 quanta of mark for 4 turns for upped.

perhaps even reduce to 3 turns, and give more quanta? makes it a bit quicker
