D is a common term for a dice roll with an even chance between 1 and the listed value.
So D3 means a random result from 1 to 3 with an even chance of any interger value in between and including 1 and 3.
Why is it darkness in the upgraded card?
Why should't darkness be on the upped card? In weather control terms its blotting out the sky so no light can come through or obfuscating with a thick fog.
The weather change action is usable multiple times because you don't want to add any extra gui element to select the quantum type.

It is. As a game designer myself and Component Designer for games I believe in following the current game mechanics first and allowing the Lead Designer to create any alterations to the mechanics to suit how the overall view of things work.
