the "attuned quanta" clause is unnecessary complexity.

I would suggest not having it drain quanta from the caster. That means you only have to worry about the WH and WH + BH cases.

Perhaps make WH a constant instead of variable amount.

A vortex opens and expels 2 quanta per element towards the opponent and dealing 20 damage.

Essentially 20 damage for 3 or 4 Earth Quanta but the opponent gains the effects of a nova.  Does that seem overpowered for only 4(3) :gravity.  It might work better with 5(4)  :gravity, but still, 20 damage is quite a bit.

The meta is currently Duos, Trios and Bows. I would estimate that the average opponent gains 6 usable quanta. 5 :gravity|4 :gravity sounds in the right ballpark.

I had misunderstood you. You had meant that the damage and the quanta values were no longer linked. (that was a good idea)
20 damage would work better than 24.

I personally do not think 20 damage is too much but I am not as confident with that statement as I usually am.

20 dmg is fine, unstable gas deals 20 dmg and 1 dmg to each creature, while this one gives the enemy quanta.

Change the name, please. most element things have something to do with Quantum Physics or reaility (Creatures are a different matter) and I never heard of a "White Hole". maybe "Wormhole" could work better?

other than that, seems kinda nice. If you do, however, mauntain the Attuned Quanta, make it only worth for the opponent's MARK, not pillars.

White holes are theoretical regions in space time opposite a black hole and could be connected by an even more theoretical wormhole.

A black hole is what sucks things in, while a white hole is the end that spits it all out when they are linked by a worm hole.
