The major flaw with this card is that it is requesting redundancy in an area of already critically small diversity. We need new weapons much more than we need refluffing of old ones.
What about this? Oldtrees, your suggestion prompts Eagle's Eye redundancy.
The area quoted about is elemental weaponry. Two weapons with the same or almost same effect is not very useful due to the limit of 12*I elemental weapons. There is no such limit to permanents so they can be allowed more redundancy. Cross type (weapon --> non weapon) redundancy can be a problem but I do not think it is in this case.
Additionally Snipe is an ability that has great versatility and thus can be modified (as it has been here) to reduce the redundancy incurred.
However the redundancy should not be ignored. Modifications that reduce the incurred redundancy (such as the thunderstorm on a stick) will be looked upon more favorably.
