It may be extremely situational (only works in HP raising stalls), but even then it still looks pretty fun to use. :)

Even without HP raising, it can still hit down to 25 HP or less.

I'm considering lowering the bar to 3x, but balance gets a bit tricky there.

IMO the "4x" concept should be reduced to "30 HP more than your opponent" and Victory should have a fixed damage and only double it if you're winning.^^

I can see it now, a FG named Flawless and he plays Victories.  :))

Maybe to keep it a bit more balanced make the quanta used for the card and the skill different so to even use the card you have to have a duo deck and to implement the above strategy you'd have to use a trio.

I love this idea.  The upgraded version should do 199 damage, though.  :)

No, really, the more I think about this the more I love it.  Stoneskin looks worrysome, but it's too slow.  SoD is a much greater concern, but even with 6xSoD and Miracle to make sure you're at 219 HP right before you use it, you still have to deal 46 damage to your opponent in addition to getting the SoDs and Miracle up.  I don't see how this could ever be any kind of speed killer -- but it's an amazing way to strengthen :light stalls without making them too strong.

It is an interesting win condition isn't it?

It's basically saying I'm owning you so badly I mind as well win, right now :P

There are a couple counters.

If you get out enough damage it's possible to give the SS stall some trouble, since if it's utilizing Miracle, it can't use Smite that same turn (No quanta to activate). Even with the full set of SoGs and Sancs, since it needs to be activated when you have 4x HP, and they don't heal until after, if you keep them under that range on your turn it's not bad.

Any kind of reusable permanent control would cripple this kind of stall badly, unless it packs a LOT of PAs. It costs a lot of quanta to play and use, so if it gets destroyed it could be potentially really annoying.

If there's ever a max HP reducing ability, that would nerf this card as well.

Maybe I've misunderstood card's mechanic. Can't you pay for Smite before playing miracle?

In the first paragraph I explained why this card could be OP in my opinion, in the second one I've tried to balance it and make it more usable.^^
