You pay 4 and 2|1 and 1 card to give your opponent a 1|5 or 2|5 creature as basically a "Kill up to two non-water creatures". Is this balanced?
Compare it to flooding which costs 3
and 1
per turn and can kill up to 18 non-water creatures... The balancing mechanism, of course, is that the killed creatures must be on the edge of the field... which is retained by this card, so it should be fine in that respect.
As for moving the creature around, it only swaps places with an ally... I would assume it would be implied to fizzle harmlessly if you try to move to a slot with an enemy creature in it... but I'll add that to the notes
