In my humble opinion: Wee OP, even with the high cost. It's simply too far-reaching. Yes, it can be mechanically balanced, but not to anyone's satisfaction.

Affecting every creature on the field all at once, this drastically is unheard of and might badly affect the meta-game.I may be wrong, but I think you guys should think a little about this, no?
