I edited the notes. The card does not work against Sanctuary (even though I think it does not make very much sense).

I don't really get the use of this card - forcing a deckout is unlikely (who plays 6 cards/turn?), and it has a lot of potential to help your opponent a lot. Cards like Hourglass are popular *because* you get to draw more, this card does it for them.
Years ago we had Ronald Reagan, Johnny Cash, Bob Hope, and Steve Jobs. Now we have Obama, no hope, no cash, and no jobs.

If you opponent has, let's say, 30 cards, they will deckout in 15 turns or less (unless they use Eternity or something). It is not very hard to survive 15 turns.

Also, there are similar cards in other card games (I can remember Level Modulation and Chainsaw Insect from Yu-Gi-Oh). And I lost some times because of them. Believe me, being forced to draw without being able to control your draws can be very annoying, even though it might possibly help you.

It shouldn't work while the opponent has Sanctuary because it's text say your opponent can't alter your quanta pool or hand during their turn. This card Time Dilation will force your opponent to draw a card on your turn thats why it shouldn't work while someone is using Sanctuary.

I know that. The problem is, Sanctuary forbids me to alter my opponent's hand, BUT not to alter their deck. So if you take Sanctuary literally, what would happen is: your opponent takes one card, but since their hand can't be altered, this card is automatically discarded. That would make sense.

However, I'm agreeing with who's saying it would make this card too powerful, and making it simply not work against Sanctuary.
